If the ocean is rough on the surface, there is a chance of divers getting salt water in their mouths. This can cause choking and coughing. The best way to reduce the risk of this is to keep your regulator mouthpiece in place and breathe through it cautiously. This way you will have a clear airway. Should you start coughing while the regulator is in your mouth, cough through the regulator rather than removing it.
